Change Role at Web UI

BoardAdmin can change role of user at right sidebar / click avatar / select role like Admin, Normal, etc.

For what each role may and may not do — a column-by-column comparison of all nine board roles, written from the code — see Board roles. Note that this API sets the member flags individually, so it can produce combinations the Web UI cannot; the "Known gaps" section of that page says which of those are worth avoiding.
