Finish and prove the release kit before tagging Beta 1

The active branch is substantially more prepared than master: it stages v3.0.0-beta.0 so the release tool produces beta.1, imports Alpha 118/119, fixes the updater installer selection and GTK4 state/size regressions, and adds systray regression coverage. Its 38 human release gates remain open pending evidence or approval.

Recommended release rule: complete the candidate matrix and audit, close or explicitly waive every blocking gate in .release/v3.0.0-beta.0/plan.json, rehearse the never-run release workflow, and obtain platform/security/docs/release sign-off on the exact candidate commit.
