Enhanced ApplicationSystemTestCase with centralized Capybara wait configuration (default_max_wait_time = 5), setup/teardown lifecycle hooks (config reset, Jobs::Visibility management), screenshot-on-failure, and stale tmp file cleanup. Extracted shared helpers (purge_solid_queue_tables, seed_queue_activity, apply_turbo_stream_messages, parse_turbo_streams, assert_item_order) into a SystemTestHelpers module. Refactored dashboard_test.rb and items_test.rb to use the shared base and helpers, removing ~130 lines of duplicated code. Created VCR cassette maintenance documentation.
