Editor Harvest Goal Template Refactor

Objective: Refactor the editor harvest planning workflow so it uses agent-native goals and docs/plans templates instead of hook-era completion files. Closure requires updated generic/skill guidance, generated skill sync, no stale editor-harvest-ralplan or harvester completion-file state in the edited workflow, fresh verification evidence, and this plan passing the goal checker.

Completion threshold:

• editor-harvest-ralplan is renamed to editor-harvest-plan at the rule and generated skill layers.
• editor-test-harvester uses active goal + docs/plans goal plan state instead of active goal state state.
• docs/plans/templates/editor-test-harvester.md and docs/plans/templates/editor-harvest-plan.md exist and contain the reusable checklist/score/pass tables for their workflows.
• .agents/AGENTS.md and generated AGENTS.md name the new skill and template set.
• pnpm install, stale-reference greps, pnpm lint:fix, and this plan's check-complete.mjs verification pass.

Verification surface:

• File audit: .agents/rules/editor-test-harvester.mdc, .agents/rules/editor-harvest-plan.mdc, generated .agents/skills/**, .agents/AGENTS.md, AGENTS.md, and docs/plans/templates/editor-*.md.

Constraints:

• Do not edit generated SKILL.md directly; sync them from .agents/rules.
• Do not add hooks or active goal state state.
• Preserve behavior-only source rules: scratch source material stays under .tmp/editor-test-harvester/<repo>/; durable/versioned output uses fresh invariant wording only.
• Do not touch unrelated dirty workspace files.

Boundaries:

• Allowed edits: .agents/AGENTS.md, generated AGENTS.md, .agents/rules/editor-test-harvester.mdc, .agents/rules/editor-harvest-plan.mdc, generated .agents/skills/editor-test-harvester/SKILL.md, generated .agents/skills/editor-harvest-plan/SKILL.md, docs/plans/templates/editor-test-harvester.md, docs/plans/templates/editor-harvest-plan.md, skills-lock.json, and this plan.
• Removed/renamed generated/source files: .agents/rules/editor-harvest-ralplan.mdc and .agents/skills/editor-harvest-ralplan/SKILL.md.

Blocked condition:

• Block only if skiller sync fails, the generated new skill cannot be produced from the renamed rule, or lint/check-complete fails in a way that cannot be fixed without changing unrelated user work.

Completion rule:

• Do not call update_goal(status: complete) while any required checklist item remains unchecked. If an item does not apply, check it and add N/A: <reason>.
• Do not call update_goal(status: complete) until the named verification evidence is recorded below and node .agents/rules/goal/scripts/check-complete.mjs docs/plans/2026-05-24-editor-harvest-goal-template-refactor.md passes.
• Do not create hook state or active goal state for this goal. This file plus the active goal are the durable state.

Findings:

• editor-test-harvester still had a hook-era completion state block and bun run completion-check -- --id editor-test-harvest-<repo> verification.
• editor-harvest-ralplan carried both routing policy and plan shape; the plan shape belongs in docs/plans/templates/editor-harvest-plan.md.
• Skiller sync from .agents/rules/editor-harvest-plan.mdc generated .agents/skills/editor-harvest-plan/SKILL.md and removed the old skill.

Decisions and tradeoffs:

• Keep harvest reports in their existing license-selected locations because those are artifacts, not goal state.
• Move pass/checklist/score tables into reusable templates so skill prose stays focused on routing and policy.
• Keep negative "do not create active goal state" wording because it prevents reintroducing the old state file model.
• Do not update old dated docs/plans/*ralplan* artifacts; they are historical records outside this workflow source refactor.
