• Workspaces should not be the durable shared planning object.
• Initiative roadmap implementation should be tracked inside the initiative until repo-owned implementation changes are needed.
• The first concrete context store command surface is context-store setup, context-store register, context-store list/ls, and context-store doctor. Sync, push/pull, remotes, and conflict handling are future work.
