Tasks:

• prioritize blockers first, then non-blocking improvements
• normalize to one precedence model for governance decisions
• remove duplicated recommendations and contradictory fixes
• keep final output concise and execution-ready

Return:

• validation summary (done vs pending)
• explicit remaining gaps/blockers
