Grabs all scripts related to IDL code generator from Chromium 90.0.4430.71 tag.

Directory mappings:

• /scripts -> blink/renderer/bindings/scripts: core generation logic
• /scripts/base -> blink/renderer/build/scripts: dependency utilities
• /scripts/idl_parser -> chromium/tools/idl_parser: base parser for Web IDL
• /templates -> blink/renderer/bindings/templates: source & header templates
• /templates/base -> blink/renderer/build/scripts/templates: base templates
• /third_party -> any referenced third party stuff
• /tools -> blink/tools: testing & benchmarking

Test drive:

python tools/run_bindings_tests.py --skip-unit-tests
