Build-time helpers shared by every @kbn/ui-* package under src/platform/kbn-ui/. This directory is not a distributable package, nothing in here ships in a tarball or is consumed at runtime. Scripts are invoked from each package's packaging/scripts/build.sh.

• affected_packages.ts: lists changed @kbn/ui-* package directories for the publish pipeline using @kbn/moon to query Moon affected-project data, with kbn-ui-specific force-all handling for shared tooling and publish pipeline changes.
• metadata.js: writes metadata.json (name, version, git SHA, build timestamp, peer dependencies) into a package's target/ directory.
• stamp_version.js: rewrites a package's target/package.json version to a content-hash pre-release (0.0.0-<hash12>), so identical builds produce identical versions and the publish pipeline can refuse duplicates.
