To impose restrictions on operations with pictures and charts, use the WorkbookCapabilitiesOptions.Pictures and WorkbookCapabilitiesOptions.Charts properties, respectively.
The DocumentCapability.Default property value for the Shapes is equal to the DocumentCapability.Enabled, so that the shapes are available for the Spreadsheet document by default.
