The DXSwitch in disabled and checked states gets its track border color from the applied Theme or ThemeSeedColor.

Use the DisabledCheckedTrackBorderColor property to define the track border color in disabled and checked states explicitly. You can set the DisabledCheckedTrackBorderColor property to null to restore the original track border color:

xaml
<dx:DXSwitch ...
            IsChecked="True"
            IsEnabled="False"
            DisabledCheckedTrackBorderColor="{x:Null}"/>
