Returns the IDs of the disabled rules in a static ruleset. The number of disabled rules in a ruleset is limited to the value of {{WebExtAPIRef("declarativeNetRequest.MAX_NUMBER_OF_DISABLED_STATIC_RULES","MAX_NUMBER_OF_DISABLED_STATIC_RULES")}}.
