Tell :ref:Visual Studio Generators to use the given Windows Target Platform Minimum Version.

This variable is used to initialize the :prop_tgt:VS_WINDOWS_TARGET_PLATFORM_MIN_VERSION property on all targets when they are created. See that target property for additional information.
