Cells With Intrinsic Padding Expected

crbug.com/617443: Avoid setting a pagination strut on cells when we're laying them out to figure out the height of their row. When we're figuring out the height of the row, we need the raw height of cells and that should exclude struts. The black boxes in the cells below should be on the same baseline.
