Rerouting任务用于换道没有成功时重路由
产生重路由的决策主要在Rerouting::ChangeLaneFailRerouting()函数中,产生重路由的条件包括:

在 modules/planning/planning_component/conf/traffic_rule_config.pb.txt 增加Rerouting插件的配置,配置参数中name 表示rule的名称,这个由用户自定义,表达清楚是哪个rule即可,type 是rule的类名称,即Rerouting。
